Deadlines and How to File for a Place on the Ballot
The deadlines for filing an application and petition for a place on ballot is set by state statute and runs from Wednesday, January 14, 2026 through Friday, February 13, 2026 at 5:00 P.M. Candidate filings are accepted in person during regular office hours, Monday through Friday, from Monday – Friday 8:00AM– 12:00PM and 1:00PM – 5:00 PM, at Wilson County Memorial Hospital District, Connally Memorial Medical Center- Main Campus, 499 10th St., Floresville, TX 78114, ATTN: Kimberly Jones, or mail to that address, or by email to kjones@connallymmc.org, or by fax to (830) 393-1301.

Application for Place on the Ballot – Required
The form of the Application for a Place on the General Election Ballot is available as Form 2-49 online at the Texas Secretary of State website at this link: https://www.sos.state.tx.us/elections/forms/pol-sub/index.shtml#chapter-2. The form is called “Form 2-49 Application for Place in the General Election Ballot for CSOs.”
Petition for Place on the Ballot – Required
In addition to filing the “Application for a Place on the General Election Ballot “(see link to form, above), a person who wants to have the person’s name printed on the ballot as a candidate for Director must file with the Board secretary at the address given above a petition requesting that action. The petition must:
(1) be signed by at least 15 registered voters in the District; and
(2) be filed by the deadline imposed by Section 144.005, Election Code (Friday, February 13, 2026).
(Texas Special District and Local Laws Code Sec. 1115.053).
Texas Election Code Sec. 141.061 applies to each petition filed in connection with a candidate’s application for a place on the ballot. Texas Election Code Sec. 141.063 sets out what is required for a signature to be considered valid. The signature requirements require (1) the signer to, at the time of signing, to be a registered voter of the territory from which the office sought is elected, and (2) includes the following information for each signer: (a) the signer’s residence address; (b) the signer’s date of birth or voter registration number; (c) the date of signing; and (d) the signer’s printed name. Each page of the petition must be attested to by the petition circulator and notarized.

Candidate Qualifications
To be qualified to serve as a Director, a person must be (1) a resident of the District; and (2) a qualified voter. A person is not eligible for election as a Director from a commissioners precinct unless the person is a resident of that precinct. However, a person is not eligible to serve as a Director if the person is: (1) the District Administrator; (2) the District Attorney; or (3) a District employee. (Tex. Special District and Local Laws Code Sec. 1115.054).
Board Membership and Term
The Board consists of nine Directors: two Directors elected from each county commissioners precinct of Wilson County, and one Director elected at large. (Tex. Special District and Local Laws Code Sec. 1115.051(a)). The Directors serve staggered four-year terms and elections are held on the uniform election date in May of even-numbered years. (Tex. Health & Safety Code Sec. 285.081; Tex. Special District and Local Laws Code Sec. 1115.051(d)). The candidate from each commissioner’s precinct receiving the highest number of votes from that precinct is elected as Director from that precinct. The candidate for Director at large receiving the highest number of votes from the District at large is elected as the Director from the District at large. (Tex. Special District and Local Laws Code Sec. 1115.051(b)). If a vacancy occurs in the office of the Director, the remaining Directors will fill the vacancy for the unexpired term. A person appointed to fill a vacancy from a precinct must be a resident of the precinct the person is to represent. (Tex. Special District and Local Laws Code Sec. 1115.055.)
